Liverpool Maritime Mercantile City World Heritage Site

Mel Morris worked for “Heritage Places”, as part of a team preparing an independent Heritage Impact Assessment of the highly controversial Liverpool Waters planning application submitted by Peel Holdings. The report, prepared on behalf of English Heritage, included an analysis of impact on Outstanding Universal Value and tested some newly developing methods of assessment.

The role of the consultancy was to;

  • assess impact on key views, testing English Heritage’s guidance “Seeing History in the View”, by considering impact from a series of pre-selected viewpoints
  • assess impact on the City’s conservation areas within the WHS
  • assess whether the planning application met the City Council’s own guidance and policies within the WHS Supplementary Planning Document
